‪#‎First‬ Reason:
Evaporation = process in which water evaporates into vapors due to molecular energy .that is simple concept.
There are two main factors for evaporation .
1.Surrounding temperature
2.surrounding pressure
If we decrease the temperature and decrease the pressure , molecules will be in motions that is caused for evaporation
Then at 0 degree centegrade , water can evaporate depending upon factors like pressure .
Other wise , molecules are motionless at o degree centegrade

With the help of that fig, you can easily understand the process.
The point of this is that even at low temperatures, a few of your water molecules can still have a lot of kinetic energy.
Some will have enough energy to escape the attractions of the other water molecules and become a gas (if they are located on the surface).
The higher temperature you set, the more molecules you'll have over a certain threshold that allow you to form a gas.
‪#‎3rd‬ Reason:
The other thing to remember is that your pot of water is not in a vacuum.
There are air molecules (N2, O2, etc) flying around above the surface of that water.
Much like pool (or snooker) balls, those air molecules can hit the surface of your water and transfer some of their energy to the water molecules below (and vice versa).
This water molecule may now have enough energy to escape its neighbours and fly off as a gas
