Ans :
1. We know the rule that More stable is less reactive compound
so tertary carbocation is more stable than 2ndry and primary 
thats why primary is more reactive.
2.Due to Hyperconjugation effect , Tert carbocation forms 9 resonance structures
2ndary forms 6 resonance structures
primary form 3 resonance structures
thats why primary is more reactive
3 . another reason for more reactivity of primrt carbocation is inductive effect..
reducing positive charge of caarbon due to alky groups which are attached
thats why primary is more reactive
